Been Searchin' A While

I'm trying to find out who the lady was that sang an upbeat country song. It was from approximately 1982. It went,

"Its about time for a change in the weather, I need sunshine more than rain."

"Its high time I got my act together 'cause I got a lot of livin' to do."

That is all that I can remember. I heard it a lot while working at a gas station, and it was popular at the same time that Merle Haggard was singing:
"Wish a Buck Was Still Silver"

Possibly Hank Williams Jr. was singing: A Country Boy Can Survive"---I'm not sure.
