Can anyone help me with a (rock?) song of mid 1990s

Hello. I wonder if anyone knows this kind of song.
It was composed in mid 1990s.
It is more likely that it was created in Europe, but it could be an American band.

A male is singing this song. As far as I remember, the chorus is instrumental.

It was popular at the time "Tomorrow never dies" by Sheryl Crow was pretty popular (at least in Europe).
Speed: neither slow nor fast.

It contains electric guitars as a part of chorus.
Also, piano accords can be heard.
There is also another musical instrument that I fail to identify.
Its popularity peak must have been around 1997.

As for the lyrics, all I remember from the lyrics is the following:
"never ever never ever ..."

I must have been mistaken about the lyrics, because at the time I listened to this song I was a small kid and could not understand lyrics.


The music video contains some neo-noir images, but all I remember is a shadow of a man showing a tongue.

(In Lithuania it was popular in BTV charts)
