Old Skool House joint

Ok, I'm trying to find out the song title/artist. It was out around the same time at The Whistle Song by Frankie Knuckles, so this would have been late 80s, early 90s. it was a female singer almost humming de, de, de, de, de, de, de, de as the main chorus and it was to a house/dance beat. I think she says something about it raining and walking by a cafe or as he watches from the cafe. It's slow for a house song, but not a ballad. She is rapping/rhyming and has almost a Girl From Ipanema tonality to her voice.
