Upbeat, almost tropical sounding 80s song with repeating chorus

This has been driving me crazy. This song, very catchy, sounds like the lyrics "believe believe believe" then some inaudible words that follow, then repeat of the whole process. The words that I describe as "believe" may not be that word. It definitely has a long E sound and the words are two syllables sang very quickly, then slowing down to finish out the sentence. I've heard this song many times so I think it may be a one hit wonder? Male vocalist. As the title says its an upbeat, almost tropical sound that is very catchy. Thank you for any help you can give me.


My friend says that the acapella group On the Rocks from the University of Oregon sang a cover of this song. Couldn't find it by searching through all of their albums, but I thought it might help to know that the song could be covered by an acapella group and sound great.
